I don't play draft so it's for constructed. You can put your tier list for draft/constructed if you want ; I'm not trying to have everyone agreeing with this list so some heroes that people consider bad can be in a high tier while I can be lower with popular heroes, it's just my opinion ; no order within tier.
Red
S tier : none
T1 : legion commander(1 of the best red spell), Tidehunter( high HP and 2 strong abilities), Ursa (better stats than any hero I think), beastmaster (force you opponent to react or you get a lot of stats and his stun spell can coming in clutch), Phantom Lancer (very good to swarm a lane. If you don't play him you should probably just play black, swarming is pretty much the only thing black doesn't do better than red)
T2 : axe, timbersaw, bristleback, sven, magnus, tusk, centaur, troll warlord
T3 : keefe (card too situational), mazzie (needs temple of war and even if it comes back, his cards aren't good anyway), dark seer (bad card, I never see him played)
Blue
S tier : kanna (win con by herself), earthshaker (insane card, good ability)
T1 : crystal maiden (+2 mana/turn is nice), prellex(barrack + her is awfull to deal with if you don't have blue AOE), ogre magi (good stats, good ability, good card)
T2 : imperia, pierpont, lina, zeus, venomancer, rubick, luna, skywrath, vanessa
T3 : j muy (don't see him play often, pretty boring), meepo (meme hero), arc warden (an econ hero but imo vanessa does it better. He isn't really needed)
Black
S tier :phantom assassin (very good stats, very good ability, very good card)
T1 : shadow fiend (can win games if he isn't deal with), bloodseeker (I like high attack), winter wyrvern (high attack every 2 round), necrophos (with the right support can clean his lane for free)
T2 : death prophet, sniper, mirana, anti mage, storm spirit, tinker, bounty hunter, nyx assassin, lich
T3 : sorla khan (aggro tower is bad), rix (aggro tower is bad), pugna (mana destruction is bad), debbi (and aggro tower is bad)
Green
S tier : drow ranger (too much buff)
T1 : lycan (very good ability, specialy with kanna), omniknight (good stats and his card+ability can really counter kanna), chen (ability can counter a lot of decks), underlord (well rounded like ogre magi)
T2 : lady anshu, sand king, treant protector, farvhan, tiny, outworld devourer, dragon knight
T3 : rix (hard nerfed), dazzle (card cost too much), wraith king (boring), enchantress (boring, never see her played), abaddon(boring, never see him played)
